The History Behind River City Early Learning Centers
Jessica and her husband Robb are the dedicated owners of River City Early Learning Centers. Their journey began in 2016 with the establishment of the Laguna West Campus. In 2019, they expanded to the East Campus, which operated until 2021 when the pandemic caused a temporary downsizing. In 2024, they proudly re-expanded with the opening of the May Lee Campus, continuing their mission to support families and children.

Jessica’s career in Early Childhood Education began in 2001. Before owning the center, she served as assistant director under The Phoenix Schools and later became director of what is now known as The Phoenix Schools - Laguna West. Her success in leading the school opened the door for ownership. Together with Robb, they founded River City Learning Company, Inc., with River City Early Learning Center as the first of their centers.

Jessica holds a B.S. in Applied Management, an A.A. in Liberal Studies, and a Child Development Site Supervisor Permit with the California Commission on Teacher Credentialing. Jessica and Robb have two wonderful boys who have grown alongside their careers. This personal experience as parents has driven them to ensure that every child in their care experiences the same high-quality education and nurturing environment they sought for their own children.​​
Beyond running River City Early Learning Centers, Jessica and Robb are deeply committed to giving back to the community. Their philanthropic efforts include:

Hosting holiday toy drives for local children.

Sponsoring outreach programs in underprivileged communities.

Donating playground equipment to an orphanage in the Dominican Republic that previously had none.

Jessica's annual volunteer work as a chaperone for the Foster Love Organization's Disney Days event, which reunites siblings in foster care.

Advocacy work at the State Capitol in Sacramento, where Jessica supports early childhood education policies and resources for the industry.

Jessica and Robb are passionate about creating a positive learning environment that fosters curiosity, exploration, and growth. They envision River City Early Learning Centers as a key part of the community, helping children thrive while giving back locally and globally.
