The History Behind River City Early Learning Centers
River City Early Learning Centers opened its doors in 2016 with the Laguna West Campus, built on the belief that every child deserves a safe, nurturing place to grow and learn. In 2019, the program expanded to a second site in Elk Grove, the East Campus, which operated until 2021 when the impacts of the pandemic required a temporary scale-back. In September 2024, River City opened the May Lee Campus, continuing the commitment to serving families and creating high-quality early learning experiences for children across the region.

Jessica Dawson-Brown serves as the Executive Director of River City Early Learning Centers. With over two decades of experience in early childhood education, Jessica began her career in 2001 and has worked in both classroom and leadership roles. She served as an assistant director and later became the director of what was The Phoenix Schools – Laguna West. Her success in leading that program and building strong relationships with families and staff opened the door to founding River City Learning Company, Inc. In 2016, River City Early Learning Center (Laguna West), was launched as the company’s first campus, with a vision to create a trusted program rooted in high-quality, community-rooted, relationship-based care and education.

Jessica holds a B.S. in Applied Management, an A.A. in Liberal Studies, and a Site Supervisor Permit from the California Commission on Teacher Credentialing. As a longtime educator and parent, she brings both professional and personal perspective to her work. This personal experience as a parent has driven her to ensure that every child experiences the same high-quality education and nurturing environment she sought for her own children.​​

Hosting holiday toy drives for local children.

Sponsoring outreach programs in underprivileged communities.

Donating playground equipment to an orphanage in the Dominican Republic that previously had none.

Jessica's volunteers annual with the Foster Love organization as a chaperone for the Disney Day events to reunites siblings in foster care.

Advocacy work at the State Capitol in Sacramento, where Jessica supports early childhood education policies and resources for the industry.
